To make interaction with the character easier, particularly for those not familiar with the canon: first impressions! Those little things which are readily apparent on a first meeting, or which could be easily found out by those with the means to do so.
In general: Short, scruffy, flamboyantly dressed. English accent. Usually to be found sporting a cheeky grin and a general air of amusement.
To the unnaturally observant (Sherlock-esque types, etc): Very good at pretending to know what he's talking about, but will occasionally look a little too blank for a little too long at various common expressions and phrases. Has light fingers and the cheerfully inscrutable smile of a born liar.
To those with access (legitimate or otherwise) to files and paperwork: According to all existing documentation his name is David Michael Hatter, twenty-six years old; born in London and moved to Egypt as a teenager. Recently arrived in the USA, where he's now working construction. Documentation is extremely sparse before a couple of months ago. The official story is that pretty much everything was lost in the move.
To those with the second sight/psychics/etc: Not technically human. Not actually from earth.
